If you’re wondering why choose the Waterfront District in Clayton, NC, the first thing to understand is that this isn’t a traditional subdivision with rows of finished homes.

The Waterfront District at Flowers Plantation is a planned mixed-use district designed to combine residential living with future restaurants, retail, hospitality, green space, and other commercial uses around the water. As of August 10, 2026, Flowers Plantation’s official Waterfront District page still describes the North Waterfront District as being in the planning stage, and the community’s current Shop & Dine map labels it as a neo-urban development “coming soon.”

The Waterfront District is being planned as an extension of the commercial and residential activity around Flowers Crossroads.

Flowers Plantation describes the future North Waterfront District as a neo-urban mixed-use development planned east of Percy Flowers Crossroads. The current concept includes waterfront restaurants, a tavern, hotel, condominiums, and other mixed-use locations.

That means the long-term idea is different from most Flowers Plantation neighborhoods.

Instead of:

Home.

Driveway.

Residential street.

Then driving somewhere else for everything.

The goal is to create a district where housing sits much closer to shopping, dining, services, and public gathering spaces.

That concept may appeal to you.

But there’s an important word in that sentence:

Goal.

The Waterfront District Is Still Developing

This is probably the most important part of this entire guide.

As of August 10, 2026, Flowers Plantation’s official website continues to describe the North Waterfront District as being in the planning stage. Its Shop & Dine map also calls the Waterfront District a development that is “coming soon.”

So I would not tell you:

“You’re buying a townhome surrounded by completed waterfront restaurants, a hotel, and condos.”

That would be inaccurate today.

Instead, I’d say:

You’re buying near a planned mixed-use district, with residential construction already underway and substantial existing shopping and dining close by.

That’s a very different statement.

When you’re buying in an area undergoing development, I want you to like what already exists enough to be comfortable even if future plans change, take longer than expected, or evolve over time.

Where Can You Actually Buy a Home in the Waterfront District?

Right now, the main ownership opportunity directly associated with the Waterfront District is North District at Flowers Plantation, a townhome community being built by True Homes.

True Homes says North District is the only residential community located in the upcoming Waterfront District. The community is currently selling from approximately $329,000 to $400,000.

The sales address is 230 Periwinkle Place, Clayton, NC 27527.

Flowers Plantation also lists North District as “Now Open” and currently offers multiple townhome designs.

So if you tell me, “I want to buy in the Waterfront District,” North District is where I’d start the residential conversation.

What Are the North District Townhomes Like?

The current North District lineup includes several True Homes floor plans.

Flowers Plantation currently lists:

  • Longfield: approximately 1,762 square feet, three bedrooms, 2.5 bathrooms, one-car garage

  • Karver: approximately 2,120 square feet, three bedrooms, 2.5 bathrooms, large loft, one-car garage

  • Advent: approximately 2,174 square feet, three bedrooms, 2.5 bathrooms, loft, built-in desk, two-car garage

  • Hollis: approximately 2,360 square feet, three bedrooms, 3.5 bathrooms, two-car garage

One particularly interesting option is the Karver, which offers a primary bedroom on the first floor. Flowers Plantation specifically highlights the availability of a primary-down townhome within North District.

That gives buyers more variety than simply choosing between nearly identical 1,500-square-foot townhomes.

1. The Biggest Appeal Is Walkability

True Homes describes North District as highly walkable, with shopping and daily essentials nearby. The builder also identifies the community as golf-cart friendly.

That matters because this area is being designed around a very different lifestyle than a traditional suburban subdivision.

Imagine being able to leave your townhome and reach:

Shopping.

Restaurants.

Trails.

Services.

Future waterfront commercial space.

Without getting in your car for every single trip.

The full Waterfront District vision isn’t complete yet, but the existing Flowers Plantation commercial development already gives buyers a preview of what a more connected lifestyle can feel like.

2. You Already Have Significant Shopping and Dining Nearby

You do not have to wait for the Waterfront District to be fully built before having nearby conveniences.

Flowers Crossroads currently includes Harris Teeter, Publix, CVS, Petco, UNC Health Primary Care, restaurants, fitness businesses, banking, and other retail and services. Flowers Plantation says approximately 150,000 square feet of commercial space is already developed, with another 350,000 square feet being developed.

Its current business directory includes names such as:

Harris Teeter.

Publix.

CVS.

Petco.

Chipotle.

Panera Bread.

Starbucks.

Taco Bell.

Fifth Third Bank.

UNC Health Primary Care.

Waterfront Dental Care.

And numerous additional shops, restaurants, fitness businesses, and service providers.

That existing commercial base is important.

I’d rather have you buy because the area works for you today, then view future Waterfront District development as a potential bonus.

3. The Mixed-Use Concept Is Different From Most Clayton Neighborhoods

Most neighborhoods around Clayton are primarily residential.

The Waterfront District is being planned differently.

Flowers Plantation describes the future concept as a combination of restaurants, hotel space, condos, and other mixed-use locations, organized in a more urban-style setting around the waterfront.

That may appeal to you if you like the convenience of denser mixed-use areas but don’t necessarily want to live in downtown Raleigh.

You may be looking for something between:

A traditional suburban subdivision.

And true city living.

The Waterfront District is aiming for that middle ground.

4. You Have to Be Comfortable With Ongoing Development

This is the tradeoff.

Buying near a growing mixed-use district means the area you see today may not look the same several years from now.

Construction can mean:

New buildings.

Changing traffic patterns.

Temporary construction noise.

Additional commercial activity.

More pedestrians.

More vehicles.

And changing views.

Some buyers find that exciting.

Others want to know exactly what the area around their home will look like forever.

If you’re in the second group, an established Flowers Plantation neighborhood may be a better fit.

Because the Waterfront District itself is mixed-use rather than one traditional residential subdivision, there isn’t one Waterfront District home price.

Right now, the clearest ownership option is North District.

As of August 10, 2026, True Homes currently advertises North District homes from approximately $329,000 to $400,000.

Flowers Plantation also describes the community as starting in the $300s, with individual floor plans carrying different price points.

Your actual price can depend on:

  • Floor plan

  • Homesite

  • Structural options

  • Interior selections

  • Garage configuration

  • Quick move-in versus build process

  • Builder incentives

  • Closing timeline

That’s why I’d compare the actual finished purchase price, not just the starting number on the builder website.

7. What About the HOA?

There is not one simple “Waterfront District HOA” that covers every future residential and commercial use.

For buyers purchasing in North District, Flowers Plantation currently identifies CAMS as the North District HOA management company.

Before signing a contract, we should review the current North District documents and confirm:

  • HOA dues

  • Exterior maintenance responsibilities

  • Landscaping

  • Insurance responsibilities

  • Road maintenance

  • Parking

  • Rental restrictions

  • Architectural rules

  • Any Flowers Plantation-level fees

  • Golf-cart rules

  • Common-area responsibilities

This is especially important with townhomes because the phrase “low maintenance” can mean very different things from one community to another.

8. The Trail Network Supports the Mixed-Use Concept

Flowers Plantation currently reports more than 35 miles of paved walking trails throughout the larger community. The trails connect neighborhoods with schools, commercial areas, and the East Triangle YMCA.

That trail system is a natural fit for the Waterfront District concept.

Instead of the trails being only recreational, they can also help connect residents with actual destinations.

That’s a different experience from a neighborhood trail that simply loops around a retention pond and returns home.

9. Golf-Cart Living Is Part of the Appeal

True Homes specifically markets North District as a golf-cart-friendly community, and Flowers Plantation has community rules and registration information relating to golf-cart use.

If that matters to you, we should still look at the exact permitted routes rather than assume you can drive a golf cart everywhere.

But the ability to connect residential and commercial parts of Flowers Plantation without using your car for every short trip is one of the reasons North District and the Waterfront area feel different.

10. The East Triangle YMCA Is Nearby

The East Triangle YMCA is located at 120 Flowers Parkway, Clayton, NC 27527 within Flowers Plantation.

That puts additional recreation and fitness opportunities near the broader Waterfront District and North District area.

I’d treat YMCA membership separately from your residential HOA.

Being close to the YMCA does not automatically mean membership is included with your townhome.

11. What Schools Are Associated With North District?

True Homes currently lists:

  • River Dell Elementary

  • Archer Lodge Middle

  • Corinth-Holders High School

for North District.

However, Johnston County Public Schools is implementing its 2026-2027 assignment plan, including changes associated with the opening of Wilson’s Mills High School. JCPS directs residents to use its current School Finder and notes that assignment information is subject to modification.

If school assignment matters to your purchase, we’ll verify the exact North District address through JCPS rather than relying solely on the builder website.

Waterfront District vs. a Traditional Flowers Plantation Neighborhood

This may be the most useful comparison.

A traditional neighborhood such as Trillium, The Meadows, Walker Woods, or Pineville West gives you a primarily residential experience.

The Waterfront District is moving toward something different.

A traditional neighborhood may give you:

  • More separation from commercial activity

  • Larger private yards in certain communities

  • A quieter residential setting

  • A more established streetscape

  • Less uncertainty about future development

Waterfront District living may give you:

  • Greater walkability

  • Townhome living

  • Closer proximity to retail and dining

South Lake Townes may make more sense if its specific Caruso floor plans and location fit you better.

Suppose you like living outside Raleigh.

You don’t need downtown nightlife.

A North District townhome puts you near existing Flowers Crossroads businesses while positioning you next to the future Waterfront District.

That combination might be exactly what you’ve been looking for.

The question is whether the current area already gives you enough of that lifestyle today.

Buyer Scenario: You’re Excited About Future Development

Maybe the future Waterfront District is the reason you’re interested.

You love the concept of waterfront restaurants, condos, hospitality, green space, and mixed-use development.

That’s fine.

But this is how I’d approach the decision:

First, decide whether you like the North District townhome.

Then decide whether the HOA works for your budget.

Then decide whether the existing Flowers Plantation shopping and trails already meet your needs.

Only after that would I consider the future Waterfront District plans.

That keeps your purchase based on things we can verify rather than promises about the future.

Common Mistakes Buyers Make When Considering the Waterfront District

The biggest mistake is treating the Waterfront District as if it is already completely built.

It isn’t. Flowers Plantation currently describes the North Waterfront District as being in the planning stage.

Another mistake is thinking the Waterfront District is simply another subdivision.

It’s a mixed-use development, not a conventional neighborhood with one builder and one HOA.

Another is confusing the entire district with North District.
